TROI Dutch Police: combating crime through a network organization
A vast amount of data is stored within police systems. It is no longer feasible to manually process all this data. That is why more and more data scientists are contributing to police investigations. Within the Dutch Police, the Team Return on Operational Information (TROI) has been established - a network organization consisting of teams from various regional units. They develop models that help filter massive amounts of data. TROI structures, enriches and combines data to help uncover crucial evidence and identify patterns.
The challenge
TROI Netherlands grows annually with new teams spread across different regional units. Its decentralized nature provides high autonomy and flexibility, allowing for swift action. However, this also brings challenges: the risk of duplicated work and missed opportunities for collaboration or scaling. The result
Together with representatives from all regional teams, we developed a Strategic Portfolio Framework that outlines TROI’s intended strategic direction. The next step was linking all team initiatives to this framework. Using this overview, JigsEye helped establish a clear focus by carefully determining which initiatives should be collaborative efforts and which should be handled per region to maintain speed—allowing results to be shared with other regional units as needed.
This efficient approach, with well-defined responsibilities, enables TROI Netherlands' team leads to monitor progress and prevent overload. In this way TROI can maintain it’s agility while continuing to grow. Targeted teamwork helps to collaborate most effectively across regional units.
